CHAPTER 6.0 - Local Interconnection Services for Facility-based Carriers |
Local Network Interconnection for Facility Based (FB)-CLECs provides network interconnection for call transport and termination between BellSouth and the FB-CLEC for Local traffic, ISP-bound traffic and IntraLATA toll traffic. In addition, it provides network interconnection for Transit traffic. Transit traffic is defined as originated FB-CLEC traffic that is switched and/or transported by BellSouth and delivered to a third party's network as well as traffic originated on a third party's network that is switched and/or transported by BellSouth to a FB-CLEC's network. Examples of third party networks are Independent Telephone Companies (ITCs or ICOs), other FB-CLECs, Interexchange Carriers (IXCs) and Wireless Type 2A companies that have requested Meet-Point billing in accordance with Multiple Exchange Carrier Access Billing (MECAB) guidelines.
In accordance with the applicable Interconnection Agreement, where appropriate, BellSouth and the FB-CLEC will meet to discuss interconnecting trunk groups, trunking architectures and NPA/NXX routing. The discussion will include, but is not limited to, establishing an Interconnection Point, exchanging switch information, determining the need for other types of trunking; i.e.: Operator Services, E911, etc. and any additional information needed to establish the interconnecting networks. Your BellSouth Local Interconnection Service Center (LISC) Project Management group will be the point of contact to facilitate these meetings.

Access Services Requests (ASRs)
will be the documents used by the CLECs when requesting facility-based services.
The ASR will contain ordering, billing and provisioning information specific
to the types of services ordered. For more information on completing an ASR,

Intervals must be negotiated. Intervals for the initial start of service or for establishment of new trunk groups are typically in the range of 4-6 weeks.
BellSouth Jurisdictional factors are projections of the percentages of use of access and interconnection services for billing purposes. Factors shall be provided with the first request for each service in each state and are updated quarterly based upon the most recent three months of data. Factors for the initial request shall be reported via RF-3995 Jurisdictional Factor Report that is located at BellSouth Web forms - Main Page. http://www.interconnection.bellsouth.com/tools_forms_and_reports/forms/webforms/stdsrch.html
Quarterly updates shall be reported using the same form as noted above. If quarterly updates are not received on a factor, BellSouth will assume that the percentages are the same as previously provided. If a valid quarterly report has never been received then BellSouth may utilize the factor(s) provided with the initial order for service, the most recent audit results if an audit has been performed or the default value for the particular factor.
In cases where sufficient data is available, then BellSouth will determine the factors to be utilized for billing. Quarterly updates from the Customer for factors already determined by BellSouth will not be used.
