CHAPTER 6.0 - Local Interconnection Services for Facility-based Carriers |
Dedicated Transport is defined as BellSouth transmission facilities dedicated to a particular customer or carrier that provide telecommunications between wire centers owned by BellSouth or requesting telecommunications carriers, or between switches owned by BellSouth or requesting telecommunications carriers.
These facilities may be used for Local Interconnection within a LATA, that is, from a CLEC's POP location to an interconnection point at a BellSouth switch location. These facilities may also be used to build a CLEC's network within a LATA from its end user to the CLEC's POP location. These facilities may be configured in various transmission configurations, may or may not include multiplexing functionality.
CLECs can utilize UIT-D to transport their exchange and exchange access as well as transit traffic. Interoffice Transport has two architectures (network elements): Local Channel and Interoffice Channel, either can be channelized with a multiplexer. A Local Channel is the transport between the CLEC's POP and the POP servicing wire center. The Interoffice Channel is the transport between the BellSouth wire centers. The interoffice mileage will be computed based on the airline mileage between the BellSouth Central Offices regardless of how UIT-D is actually routed. Multiplexing functionality is available as an option with the transport services. BellSouth does not connect UNE transport services to tariffed services. BellSouth UNE transport services may not be used for wireless.

UNE used to build a CLEC's network within a LATA
UIT-D can be ordered at various transmission speeds (DS0, DS1, DS3, etc.) in order to allow the CLEC to utilize BellSouth interoffice facilities to complete a telecommunications service that it is providing for its end-user. If multiplexing is used for interconnection, the higher capacity facility with multiplexing should be ordered before the lower capacity facilities. Channelized DS1 and above require a Service Inquiry. Unbundled Dedicated Transport in Standalone UNE form is accessed by the CLEC via its collocation arrangement. Unbundled Dedicated Transport is also available in a combined form, under the general category of "Ordinarily Combined UNE Combinations". Enhanced Extended Links (EELs) are local loop and transport combinations. Since transport is defined above as having two network elements consisting of Local Channel and Interoffice Channel, EELs consist of three configurations: Local Channel and Local Loop; Interoffice Channel and Local Loop; and Local Channel, Interoffice Channel, and Local Loop. Similarly configured "Currently Combined" network elements are classified as EELs. CLECs may request that any "Currently Combined" transport network combination be converted to UNE rates, if certain stipulations are met.

Since UIT-D is strictly an interoffice transport service, it is the responsibility of the CLEC to ensure that other UNEs purchased from BellSouth and/or portions that it provides itself are compatible with the UIT-D element options that it is ordering. This will include such options as DS1 framing and formatting (e.g., ESF/B8ZS), DS3 C-bit parity, multiplexing, etc..
A Complex Service Provisioning System (CSPS) Service Inquiry will be required for UIT-D Channelized DS1, DS3 and above level service requests.
All CLEC requests for UIT-D used for Local Interconnection should be sent to the Local Interconnection Service Center (LISC) via an ASR. The LISC will then issue a Service Order for either a CLS or CLF circuit to Carrier Access Billing System (CABS).
All CLEC requests for UIT-D used to build a CLEC's network should use the following information. It is a requirement for all UNE-related LSRs to have the three characters "UNE" in the first three positions of the Project Field. If required, other Project Field information should then be entered in the other character positions.
All CLEC requests for UIT-D combined with an Unbundled Local Switching (ULS) port, should be sent to the LCSC via an LSR. The LCSC will then issue a Service Order for a Foreign Exchange type service (Telephone # Format) to the Customer Records Information System (CRIS).
UIT-D is available in all states within BellSouth region.
The interval vary greatly depending upon the bandwidth of the facility ordered.
