The Start-Up Guide contains information introducing the CLEC to the specifics of working with BellSouth.
Replaced gstug001.7.doc, which is a form called, "Reseller's
Certificate of Continuing Exemption from Federal Excise Tax and State Taxes
on Telecommunications Services". Also changed verbiage of link to gstug001.7a.doc
because that is a completely different form, plus added link to the webform
version of that second one.
