| Address Facility Inventory Group (AFIG) |
The BST office which interfaces with the
customer in the development and inventory maintenance of the 911 database. |
| E911 Address Verification Request (AVR) |
A form issued by each Telco to refer and
resolve address discrepancies with the county/city/parish. |
| Alternative Local Exchange Carrier (ALEC) |
A Telecommunications company offering local
dial tone to subscribers. |
| Alternate Routing (AR) |
A standard feature provided to allow E911
calls to be routed to a designated alternate location if (1)all E911 exchange
lines to the primary PSAP (see definition of PSAP below) are busy, or (2)
the primary PSAP closes down for a period (night service). |
| Automatic Location Identification (ALI) |
A feature by which the address associated
with the calling party's telephone number(identified by ANI as defined below)
is forwarded to the PSAP for display. |
| Automatic Number Identification (ANI) |
Automatic number identification corresponds
to the subscribers seven(7) digit telephone number. The ANI display at the
PSAP. |
| BST |
BellSouth Telecommunications Inc. |
| Basic 911 Service (B911) |
Basic 911 Universal Emergency Number service
providing for the three(3) digit access code (911) to summon assistance in
emergencies. |
| Call Detail Recording |
An optional feature of E911 Service that
provides a teleprinter record of all incoming 911 calls to a PSAP. The record
shows ANI, attendant position number, time of seizure, answer, transfer and
disconnect and the trunk number. |
| Call Through Testing |
The process of testing the network, equipment
and databases associated with an E911 system prior to the final cutover. |
| Central Office |
A switching unit in a telephone system, providing
service to the general public, that has the necessary equipment and operating
arrangements for terminating and interconnecting lines. More than one Central
Office can be located in the same building. |
| Customer Provided Equipment (CPE) |
The terminal equipment at a PSAP or secondary
answering location not provided by the serving Telephone Company. |
| Display & Transfer Unit |
The PSAP control unit for an E911 System
display panel for ANI with buttons to transfer calls. |
| Electronic Switching System (ESS) |
An electronic telephone switching system
equipped with stored program control that provides features not present in
electromechanical switches. |
| Emergency Service Number (ESN) |
A three(3) digit number associated with a
particular set of selected agencies used for routing purposes. |
| Emergency Service Query Key (ESQK) |
The telephone number assigned to VoIP calls used to selectively route
911 calls to the appropriate PSAP. |
| End Office |
The Central Office(s) in the E911 System
receiving E911 calls. |
| Enhanced 911 Service Area |
The geographic area in which the customer
responds to all E911 calls and dispatches appropriate emergency assistance. |
| Enhanced 911 Universal Emergency Number
Service |
A version of 911 Service providing features
not present in Basic 911 Service, including ANI and ALI display, Selective
Routing (SR) and other standard and optional features. |
| Exchange |
A geographical unit established for the administration
of communication service in a specified area. It generally consists of one
central office, together with the associated plant furnishing communication
service within that area. |
| Fixed Transfer |
An optional feature of E911 Service that
enables a PSAP attendant to transfer incoming E911 calls to a secondary PSAP
by the use of a single button on the Display and Transfer Unit. |
| Forced Disconnect |
A feature of Basic 911 Service or E911 Service
that enables a PSAP attendant to terminate an existing 911 call at any time,
regardless of the action of the calling party. |
| Geographical Segment(GEOSEG) |
A three(3) digit number assigned to streets
with the same zip code, community name, rate zone, taxing area and exchange. |
| Independent Telephone Company (ICO) |
A telephone company other than a BELL Operating
Company (BOC) that provides telephone service. |
| Integrated Services Digital Network User
Part (ISUP) |
A message protocol to support call set-up
and release for inter-office voice connections over SS7 signaling. |
| INTRADO |
The BellSouth agent managing the E911 TSS
and ALI databases. (Formerly known as SCC Communications, Inc.) |
| Independent Company Number Services (ICONS) |
The BST group that types daily service orders
for those ICOs which do not use a tape or file transfer method of updating
the 911 database. |
| Manual Transfer |
A feature of E911 Service that enables the
PSAP attendant to transfer an incoming call by depressing the switchhook of
the associated telephone or the #add" button on the Display and Transfer Unit
and dialing either a 7-digit or 10-digit telephone number or a 2-digit Speed
Calling Code. Manual Transfer is associated with the E911 trunk unit and is
a standard feature of E911 Service. |
| Master Street Address Guide (MSAG) |
The document or computer file that lists
standard street names, address ranges and routing codes used to develop the
SR feature. |
| National Emergency Number Association (NENA) |
A professional association of emergency
number entities responsible for the planning, implementation, management,
and administration of national emergency number issues. |
| NPA |
Number Plan Area (area code) |
| NXX |
The first three(3) digits of a telephone
number. |
| Overlap |
A serving exchange extending beyond municipal
boundaries of the E911 county/city/parish and serving subscribers in adjacent
counties. |
| Public Safety Answering (PSAP) |
An answering location for 911 calls originating
in a given area. A PSAP may be Point designated as primary or secondary, referring
to the order in which calls are directed for answering. Primary PSAPs receive
calls for service agencies such as police, fire, emergency medical or a common
bureau serving a group of agencies. |
| Selective Routing (SR) |
A feature that routes an E911 call from the
tandem to the designated primary PSAP based upon the address of the identified
number of the calling party. |
| Selective Transfer |
An optional feature of E911 Service that
enables the transfer of a 911 call to the correct secondary PSAP, based on
the location of the 911 caller. The PSAP attendant uses a single button on
the Display and Transfer Unit designated for the type of response (e.g., fire,
ambulance, etc.). This type of transfer is only available when the SR feature
is provided. |
| Serving Central Office |
The Central Office from which a PSAP, either
primary or secondary, is served. |
| Signaling Systems 7 (SS7)/Common Channel
Signaling 7 (CCS7) |
An out-of-band signaling system used to provide
basic routing information, call set-up and other call termination functions.
Signaling is removed from the voice channel and put on a separate data network. |
| Tandem Routing |
An arrangement connecting 911 access lines
to the serving Central Office through one or more intermediate switching centers. |
| Telephone Company (TELCO) |
The local service provider: Bell Operating
Company (BOC), an Independent Telephone Company (ICO) or an ALEC (Alternative
Local Exchange Carrier) |
| Thousands Number Group |
The entire fourth digit group of numbers
in an exchange. |
| Trunk |
A Central Office line terminating in a Call
Distributor System, PBX, Centrex, Manual Switchboard or Electronic Key System. |
| TSS |
The database system which stores the E911
MSAG and subscriber data. |
| Wire Center |
The geographical area served by a Central
Office building. |
| Wire Center Overlaps |
Applies when a wire center "overlaps" between
two or more counties / cities / parishes or states. |
