CHAPTER 4.0 - Mapping and ESN Assignment

4.2 ESN Mapping Procedures


If calls are to be directed to other than one point, mapping is necessary. The city/county/parish is responsible for providing the most updated and accurate map possible. The map should be drawn to scale and have a grid system cross referencing the streets to the map location. The maps will provide the base upon which BST and the ICO conduct mapping training for the customer.

The county should request that the Police Department(s), Fire Department(s), and Emergency Medical Service(s) draw their agency boundaries onto the base map.

After all emergency service boundaries have been defined on the map, a different ESN is assigned to each geographical area with the same set of responding agencies, i.e., fire, police, and EMS, etc. The ESN designates routing to the proper Public Safety Answering Point (PSAP) and provides emergency agency information for each 911 call. The ESNs are assigned by BST based on what is available in the tandem.

  1. Using the selected base map of the County, verify the county boundaries.
  2. Section off the map according to police department boundaries.
  3. Section off the map according to fire department boundaries.
  4. Section off the map according to ambulance company/EMS boundaries.
