If a street crosses ESN boundaries and is:

• unnumbered
• within the same community (doesn't change name at the ESN boundary)
• same exchange

E911 will not be able to determine which ESN serves the subscribers on the street.

The county / city / parish has two options:

• number the street
• choose one ESN to assign to the entire street (could affect dispatching).
