5.3 TN / MSAG Compare Process


The purpose of the TN/MSAG compare process is to compare subscribers' addresses to the interim MSAG in an effort to correct address and telephone number mismatches early in the implementation process. It is the ICO's responsibility to provide TN load data that will process in the E911 database with an error rate of 3% or less. If the ICO is unable to conduct a TN/MSAG compare internally, the compare can be performed by INTRADO Communications, Inc. for the ICO at a charge.

If the ICO chooses to have INTRADO perform the compare, arrangements for the compare should be coordinated with the BST AFIG Supervisor. The AFIG supervisor will notify INTRADO of the request and will forward a file copy of the Interim MSAG to INTRADO. The ICO will be responsible for providing their customer records to INTRADO per the TN specifications found in Tab 7 of this guide.

Mismatches result in errors and are provided by INTRADO on 3.5 diskette and/or paper to the BST AFIG to hand off to the ICO for error handling. The ICO will make corrections within their customer telephone number database or the Interim MSAG address data.

Whenever the address in the ICO subscriber records database and the Interim MSAG address do not match, INTRADO will process such records according to a routine of checks intended to provide the ICO with a potential cause of the error. The process is as follows:

First, INTRADO's system checks for "invalid" records that have blank address, street, name, or community fields. Invalid records are marked with an "I" code and are not processed any further.

Next, INTRADO's system checks for multiple errors. A TN record that can be completely validated in the MSAG more than once is given a "M" code. This indicates that two or more MSAG ranges overlap.

Records that are not invalid but still do not match an MSAG are processed to ignore specific fields in the subscriber records database. Fields are ignored during this process including exchange, community, thoroughfare, and prefix directions. If ignoring one of these fields makes an MSAG match, the record is marked to identify which field appears to have the problem. For exchange, the record is given an "E" flag. For community, a "C" flag is assigned and for thoroughfare, the flag "T" is assigned. Next, prefix directions are ignored and the matching records are assigned a "P" flag.

Records that match an MSAG on exchange, community, prefix direction, street name, and thoroughfare, but do not match other address fields in an MSAG, are assigned a bad address range code of "A". The remaining records that reject are assigned the code of "O" for 'other' error. These records cannot be matched by ignoring any single field and may be the results of a missing MSAG street, incorrect street name, or the record may possibly have more than one error associated with it.

Once INTRADO has completed the compare, a copy of the Interim MSAG, a summary report, the error report, a description of the error codes will be generated for the ICO. Examples of these reports are provided as follows.
