LOAs and Connecting Agreements



LOAs – Letters of Authorization

LOA forms on this site are only to be used for services available in the FCC, BellSouth State GSST tariffs and interconnection agreements.


Letters of Authorization are required for multiple instances with BellSouth:

  • A Facility Assignment Authorization (FAA) is required when a customer is utilizing another customer's facilities (ACTL / CFA). It also allows the CFA owner to issue ASRs in the behalf of his customer for any rearrangements. The customer that owns the facilities is referred to as the Host Customer.
  • A Letter of Revocation of Carrier Facility Assignment is required when a customer revokes a previously sent FAA or LOA allowing a customer to utilize his CFA. The customer that owns the facilities is referred to as the Host Customer.
  • A Letter for Ordering in Behalf of is required when a customer is acting as agent for another customer to initiate ordering in behalf of. The customer that ordering in behalf of is referred to as the Host Customer.
  • A Letter for Carrier Identification Code Authorization allows the Host customer to translate the CIC code on his trunk group. The customer that is translating the CIC is referred to as the Host Customer.

Private Line Services

  • Shared Network Arrangement (SNA) allows a Host customer to assign CFA to a subscriber customer. The Host customer would be the billed entity for the larger facility (SMARTRing or LightGate). The subscriber customer will be billed directly for the lower lever service (DS1/DS3, etc.) that is transported by the Host facility. The subscriber will use the CFA information provided by the Host to order their service. The SNA will establish a number that will be used to verify and validate that Host and Subscriber have entered into an agreement. This covers FCC services.
  • Private Line Connecting Arrangement (PLCA) allows a Host customer to assign CFA to a subscriber customer. The Host customer would be the billed entity for the larger facility (SMARTRing or LightGate). The subscriber customer will be billed directly for the lower lever service (DS1/DS3, etc.) that is transported by the Host facility. The subscriber will use the CFA information provided by the Host to order their service. The PLCA will establish a number that will be used to verify and validate that Host and Subscriber have entered into an agreement. This covers GSST services.
